Disable live reloading of Notch blocks

Allow blocks to use their own internal NDI stream. May cause instability

Disable preloading of Notch blocks on startup

_UserName: Lazy loading_

#### **useDisguiseClippingPlanes** : _bool_

Allow cameras to control clipping planes for depth clipping effects
